The ability to preload games on PS4 will be added in firmware update 1.7, Infamous developers Sucker Punch has suggested.

When asked on Twitter as to whether it would be possible to pre-load Infamous: Second Son ahead of the game's release, Sucker Punch replied: "No preload on PS4 until April and for North America, the PS Store will update at midnight PST…so 3am EST."

When asked whether they were suggesting that the PS4 will have preloading functionality added in April, Sucker Punch said: "Not sure about SCEE but yes on SCEA."

Sony recently announced that the PS4 will be getting a significant update "in the coming weeks" that will allow HDCP to be turned off and add video editing capabilities.

It seems likely that it is this update that will add the pre-loading functionality that Sucker Punch are referring to, though it is not clear whether pre-loading is coming to Europe in April, or only to the US.
